National Development
Plans (NDPs)
Uganda's medium-term development framework delivering Vision 2040 aspirations through six successive 5-year National Development Plans. Currently in NDP IV (FY2025/26 - FY2029/30), targeting 10-fold economic growth.
National Development Plans (NDPs)
To actualize Uganda’s 30-year National Vision aspirations, the National Planning Authority coordinates six successive 5-year medium-term plans—the National Development Plans (NDPs)—implemented by different actors at national and decentralized levels.
Each 5-year NDP sets macroeconomic growth targets, medium-term objectives, strategies, and priority public sector programmes. These are then translated into action through Programme Implementation Action Plans (PIAPs), strategic plans of Ministries, Departments and Agencies (MDAs), and Local Government Development Plans (LGDPs).
What the Plans Define
- ✓Macroeconomic targets and priority programmes
- ✓Medium-term objectives and delivery strategies
- ✓Roles for government, private sector and civil society
How Delivery Is Organized
- ✓PIAPs translate priorities into implementable actions
- ✓MDAs align strategic plans to NDP priorities
- ✓LGDPs localize interventions across districts
Monitoring & Financing
- ✓Annualized indicators and targets track progress
- ✓Plans are costed with annual budgets and projections
- ✓Resource envelope guided by the MTEF framework
